does it go with velcro? I understand that it goes under the pants...

It does not have velcro, the pants have to have an inside pocket on the knee

It doesn´t have velcro, but I believe you can attach self-adhesive velcro if necessary. Yes, it is placed under the pants, in the case of my pants it already has a "pocket" to place the protector.
